New Dynamics of Higher Education and Research for Societal Change and Development
The best route towards larger European integration is regional cooperation. In the Western Balkan countries, a pivotal role is played by Slovenia and IZUM with its COBISS.Net. The World Conference on Higher Education (WCHE) has been one of the most visible initiatives of UNESCO, and it has been following the global trends, such as rising demand, massification, private higher education, the ICT revolution, mobility, cross-border higher education, and internationalisation of quality assurance.

Kataložna pravila i praksa u zemljama jugoistočne Europe
The article presents results of the research into state of the art of theoretical foundations and use of cataloguing rules, putting them in relation to the contemporary trends in the field of bibliographic control. The research that was conducted in national libraries and library associations of countries of South-East Europe showed that in spite of the claimed use of Eva Verona’s Code and Manual for the Compilation of Alphabetical Catalogues as national cataloguing rules in the majority of interviewed countries, the practice shows a conscious decline from the rules due to new types of resources, national implementations of MARC formats, and use of specific library software.

As library functions are slowly turning into library and information activities, also traditional library education at library schools is merging with new information contents. If the task of such schools is to educate librarians, the task of employers is to provide them with adequate training. Both are joined by occupation.

Kako racionalizirati katalogizacijo in izboljšati funkcionalnost sistema COBISS
New publication paradigm and changed users’ expectations compel library profession to develop new services. The trend of cutting down libraries’ budgets only further compels libraries to rationalise their work in all areas, also in cataloguing. Ever-growing complexity of bibliographic systems dictates cataloguing procedures to be changed.

The Digital Library of Slovenia operates within the framework of the National and University Library. www.dlib.si is a portal for knowledge management, and it is constantly being developed and improved according to users’ needs and current standards.
