Prior to higher education reform, the University of Montenegro tended to develop as a loose association of separate organizational units and the University members, the University holding the greatest administrative and organizational autonomy and independence. The library system tended to develop in the same direction – with the central University library as the University member and libraries of faculties and institutes, which completely autonomously and independently worked under the auspices of the faculties and universities as their own organizational units. Very often, even minimum prescribed standards for that type of library have not been provided in the time of founding. Even now, some of them do not meet standards required for specific aspects of library work. The academic librarianship in Montenegro has never been considered as an integral system and it has never been part of strategic planning, organization and analysis at the University of Montenegro. The system of financing has never been completely defined. In general, the University library could not perform library functions according to the prescribed legislative acts. The higher education reform in Montenegro did not meet the expectations of academic libraries, in particular those of the University library that eventually lost its status of the University member and became an internal organizational unit without a representative in the University Board. Instead of being integrated into a network, academic libraries are further disintegrating due to many emerging small-size libraries
